Tricare. Depending on your age, Prime or Tricare For Life. I find all my civilian docs and pharmacies accept Tricare. It is a good thing.

When eligible for Tricare, Tricare MUST be used. CHAMPVA will not accept dependents eligible for Tricare. So, I guess not really eligible for CHAMPVA.
